Satan still despises Israel, mostly because from Israel came Jesus who “came to destroy the works of the Devil.” If he could, Satan would annihilate the Jews from the face of the earth, but God has His hand on those people, to save them from utter destruction for His name’s sake and because of the promises made to their forefathers.
Satan is the “god of this world”, and the nations of this world would carry out his desire to destroy Israel if they could get along with each other long enough to do it. But God has divided the nations so that they have not yet been able to unite under Satan’s leadership to attack Israel. However, we are told by the ancient prophet Zechariah and by John in his Revelation that immediately prior to the return of Jesus, the wicked genius whom God calls “the Beast” will be able to unite the nations of earth to attack Israel. Against such massive odds, Israel will find itself in a completely helpless situation. Two out of every three Jews will be slain by the Beast and his armies before Jesus comes from heaven with his saints to rescue Israel and then to reign on earth a thousand years. But that is far into the future. And until then, the nations of earth will remain at such odds with each other that Satan will not be able to gather them against the people he hates so much.
Yes, God determined the size and number, the languages and customs of the nations of earth for the sake of His Old Covenant people, the Jews, to keep the nations divided and confused so that Satan could not gather them as one against those precious people and destroy them.
