Jesus also, that he might sanctify the people with his own blood, suffered outside the gate. Therefore, let us go forth to him outside the camp, bearing his reproach. For we have no continuing city here, but we seek one to come.

“He is not a God of the dead, for all live unto Him.”
Jesus, in Luke 20:38
To be “dead” does not mean that a person has disappeared completely. It means that the dead man is living in another place. It is just as Jesus said: “All live to God.”
Those who are dead are now living somewhere else, whether in Hell or in Paradise. Either way, they are now living in a realm where they can never change; they can neither become better people or worse ones. Not now. God gives them no more commandments, for He has nothing else that He wants them to do. They have run their race, and their final Judgment is set. They are merely awaiting the day when the Judge will come and announce their individual, eternal destinations.
To be “dead” means only to be living somewhere else.
